Requirements allow design documentation to be generated. Designs may be written to allow for minor changes and enhancements during the build phase. For example, an out of stock chip could lead to a PCB modification.
The Hardware Requirements Specification would allow us to build the ATE. The Software Requirements Specification allows construction of the test software framework. Dry coding without hardware may allow software development for a high level framework.
Requirements Management software allows project members to access the current status. Requirements references will be added to software and hardware where appropriate. A hierarchical matrix can be configured with an overall x% complete figure. Phabricator allows the team to leave a data rich paper trail.
